The motion we were debating was that "architecture is the mother of all arts", a statement that had me stumped until I tracked down the original quotation in its entirety. </p>                                                                    <p>   It came from Frank Lloyd Wright, probably the most famous of American architects, who wrote: "The mother art is architecture. Without an architecture of our own, we have no soul of our own civilisation." </p>                            <p>   Syntactically, it's a bit clunky (Wright was an architect, not a writer), but you can see where he was coming from. </p>                            <p>   It set me thinking. What I took from Wright's statement is that our most potent and <a href="http://www.intheshopping.com/brand.php?dm2=1824">Dior lady handbag</a> lasting symbols of culture and nationhood are not works of art, but works of architecture.  </p>                                                                 <p>   The Parthenon still stands as a memorial of ancient Greece, just as the Colosseum does of Rome. Entire civilisations are identified by the structures they left behind: Macchu Picchu in Peru, Angkor Wat in Cambodia, Petra in Jordan, "a rose-red city half as old as time", according to the famous poem by John William Burgon. </p>                            <p>   France's most potent symbol, one that is instantly recognised worldwide, is the Eiffel Tower. What could be more symbolic of Russia than the onion-shaped domes of St Basil's Cathedral, which has stood at the heart of Moscow since 1561? </p>                            <p>   Think of India, and you're likely to think of the Taj Mahal, and what could better exemplify the brashness and self-confidence of early 20th-century American capitalism than the Empire State Building? </p>                            <p>   Moving closer to home, nothing more readily identifies Australia in the eyes of the world than the iconic lines of the Sydney Opera House. OK, so the building was conceived by a Dane, but it has been embraced by Australians, and it has come to symbolise boldness, audacity and opportunity. </p>                                   <p>   Buildings such as these can give people a sense of who they are and what they value. What's more, buildings belong to the people in a way that works of art such as paintings and sculptures can never do. By their very nature they <a href="http://www.intheshopping.com/brand.php?dm2=1812">Chanel bag</a> are public, enabling ordinary people to share a sense of ownership. </p>                            <p>   All this got me thinking about how New Zealand measures up. </p>                            <p>   We certainly don't have anything to match the Sydney Opera House for its breathtaking architectural daring. </p>                            <p>   We had an opportunity with Te Papa, and we blew it. What we got was a brutish, insensitive building that is unappealing from the outside and doesn't make any sense internally.  </p>                            <p>   The building that's most often described as a New Zealand icon is the Beehive, but the concept was created by a Scotsman, Sir Basil Spence, and it doesn't say anything about us as a country. Its only virtue is that it's distinctive. </p>                            <p>   Internally, the Beehive is appallingly impractical, because of its shape. In fact, it's a classic reversal of the design dictum that form should follow function. </p>                            <p>   Spence created his sketch on a table napkin, the story goes, and then left it to Ministry of Works architects to make it work, which it never did. </p>                            <p>   Te Ara, the website of the Encyclopaedia of New Zealand, lists 12 buildings that it describes as iconic. </p>                            <p>   The Sky Tower is there, but although it's instantly recognisable, like the Beehive, I think of it as representative of Auckland rather than New Zealand. The process of treaty formulation, ratification, implementation and verification builds a culture of trust and respect between parties. Nuclear arms limitation talks began in the early 1960s. Agreements such as the Intermediate Nuclear Forces and the first Strategic Arms Reduction treaties helped end the Cold War without violence. Treaties constantly call attention to new risks, </p>                                   <p>as. Many treaties have expired. </p>                            <p>In April 2010, Defense Secretary Robert Gates released the Nuclear Posture Review, a report that outlines the role of nuclear weapons in America's national security. The departments of Defense, State and Energy play key roles in the legislatively mandated process. Adm. Mike Mullen, Chairman of the Joint Chiefs of Staff, said, "The chiefs and I fully support the findings of this nuclear posture review." </p>                            <p>As part of this process, a new Strategic Arms Reduction Treaty (START II) can begin through the ratification process in the U.S. Senate as early as this week. Here's why. </p>                            <p>Start II will verifiably reduce surplus U.S. and Russian nuclear forces and ensure a stable and predictable U.S.-Russian nuclear relationship. "The next year or two is going to be quite tough for the global economy."  </p>                                   <p>   Internationally, there is a strong link between economic growth and share price performance.  </p>                            <p>   The economic recovery was below par in the main developed countries, but emerging markets were "experiencing a robust" recuperation. </p>                            <p>   The recovery in New Zealand was "tepid" by historical standards so far. </p>                            <p>   On a real, inflation-adjusted basis, gross domestic product per capita has only grown in the past two quarters, though the economy officially came out of recession a year ago. The recovery was export- led so far, with the domestic sector still struggling.  </p>                            <p>   Despite a tepid recovery, Mr Wong still expected Reserve Bank governor Alan Bollard to lift the official cash rate again today from 2.75 per cent to 3 per cent. The central bank was likely to keep lifting interest rates to a "neutral" level of about 4.5 per cent over time. </p>                            <p>   "We are at the very early stages of a tightening cycle, so it does not make any sense to be pausing. Clearly they will go tomorrow," Mr Wong said yesterday. </p>                            <p>   Unless there was global shock, Mr Wong did not expect a pause in rate rises, because underlying inflation was forecast to be close to 3 per cent.
