India will ask Myanmar to laun

NEW DELHI: India will ask Myanmar to launch a thorough search in its Kachin province area where ULFA `commander-in-chief' Paresh Baruah is hiding. It will also seek the neighbouring country's help in flushing out other north-east insurgents from its territory.

The matter along with the issue of smuggling of Chinese arms through Myanmar will come up for discussion during three-day home secretary-level talks between the two countries, beginning in Nay Pay Taw on Tuesday.

Besides ULFA, NSCN(I-M), NSCN(K), PLA and UNLF too have their camps within Myanmar territory. While ULFA has camps in the Kachin province bordering China, the other outfits have been operating from areas bordering India.

How is profit measured?

A few years ago, each country, had its own national accounting standards. A dollar of profit in the US was not necessarily [128]1.45 in the EU nor NIS 3.70 of profit in Israel. In addition to exchange rate issues, there were differences in the measurement and timing of revenues, expenses, assets and liabilities.

In recent years, globalization has improved things. The United States has a detailed system of Generally Accepted Accounting Principles (GAAP). Most other countries, including Israel, have adopted International Financial Reporting Standards (IFRS).E

IFRS is a set of accounting standards developed by the International Accounting Standards Board (IASB), based in London, that is becoming the global standard for the preparation of public company financial statements.

According to the American Institute of Certified Public Accountants (AICPA) , around 117 countries permit or require IFRS for domestic listed companies, including listed companies in the European Union. Other countries, including Canada and India, are expected to transition to IFRS by 2011. Japan has introduced a roadmap for adoption that it will decide on in 2012 (with adoption planned for 2016). Some estimate that the number of countries requiring or accepting IFRS could grow to 150 in the next few years.

Consequently, even the United States is considering whether to move over to IFRS. On November 14, 2008, the SEC issued for public comment a roadmap that proposes a staged transition for mandatory adoption of IFRS by US public companies. In addition, the SEC's draft of for a five-year strategic plan included a commitment to global standards.

IFRS is important to Israel. Foreign investors in Israeli companies need to understand the results as reflected in Israeli financial statements and IFRS enables this. Similarly, Israeli parent companies need to include the results of foreign investee companies in their consolidated financial statements - again IFRS makes this easier. Investors do not invest blindly in Israeli companies.

On the tax side, Israel is lagging behind. On December 29, 2009, the Knesset Finance Committee approved an amendment to the Income Tax Ordinance regarding the non- applicability of IFRS for the tax years 2007 - 2009. The Israeli Tax Authority issued an announcement on December 30, 2009, summing up the situation.

India hopes to test 5,000-km r

NEW DELHI: Brimming with confidence after last week's successful Agni-III test, India now hopes to test its first-ever intercontinental ballistic missile (ICBM) within a year. This nuclear-capable Agni-V missile will be able to hit even northernmost China. Moreover, in the backdrop of Beijing testing anti-satellite (ASAT) weapons and ballistic missile defence (BMD) systems, DRDO chief V K Saraswat on Wednesday said India already had the `building blocks' for ASAT weapons and was far ahead of China in the BMD arena.

DRDO, in fact, will conduct the fourth test of its two-tier BMD system, designed to track and destroy hostile missiles both inside (endo) and outside (exo) the earth's atmosphere, towards end-March/early-April. But all eyes are now on Agni-V, which with a range of over 5,000-km can arguably be called an ICBM, usually used to denote a missile capable of hitting targets over 5,500 km away. Why is India not developing true-blue ICBMs, especially since Chinese missiles like Dong Feng-31A have a range of 11,200-km? "We have the capability. But the missile's range and rolex fake lethality is based on the immediate objective of threat mitigation. Agni-V suits our present requirements,'' said Saraswat. Being designed by adding a third composite stage to the two-stage 3,500-km Agni-III, the 17.5-metre tall Agni-V will be a canister-launch missile system rolex replica to ensure it has the requisite operational flexibility to be swiftly transported and fired from anywhere. Ignoring the joint approach

J UST what is the Government afraid of?

Justice Minister Simon Power looked like he had been offered P by a badged Labour Party member outside the Beehive when approached by the media to comment about the Law Commission's recommendations for handling drug offences.

His Prime Minister and this Government would have nothing to do with making laws relating to drug offenders more flexible, thank you very much.

In fact, it appeared Mr Power and John Key would rather spend a night with Don Brash discussing his far-right 2025 taskforce proposals or even our own Rusty Kane and his ideas to ship our criminals to China than acknowledge even the existence of a report suggesting new ways to handle drug addicts and criminals.

Which is a shame, because the people who put these ideas forward are eminently sensible people. People such as former prime minister and Law Commission boss Sir Geoffrey Palmer and the police.

The idea is a simple enough one: Rather than putting every minor drug user, addict and criminal through the over-burdened justice system, why not take rehabilitation as a first port of call and back it up with warnings and then punitive action if the drug-taking and dealing persists.

But the politicians read rehabilitation as retreat, a softer approach as surrender to the drug lords.

And in doing so they have missed the point, probably intentionally.

The Law Commission and those supporting its recommendations, including the police officers on the front line, are not advocating that replica clothing we ignore our responsibilities towards banned, illegal substances.

They are saying that years and years of locking up minor drug offenders and issuing fines for personal use have not reduced the drug problem one bit. In fact, it might have worsened it, with offenders not given the opportunity of rehabilitation and drug programmes. Out they come with drug habits intact and options limited by the stigma of jail time.

This is backed up by community groups and agencies that work with addicts and offenders. They claim the lack of programmes and our more punitive stance towards the issue guarantees a one-way trip to trouble and crime.

The Government has been quick to connect the work of the commission with an attempt at softening its tough stance on P, which is unfair and quite possibly politically motivated.

It has been too quick to dismiss the work done by Sir Geoffrey and his staff, which is disappointing and wrong.

If only the large number of drug-takers and dealers in our jails, our work places, our

NEW DELHI: After beginning to base Sukhoi-30MKI fighter jets in the North-East, India is now finally gearing up to conduct another test of the China-specific 3,500-km-range Agni-III ballistic missile in February-March.

DRDO scientists are also on course to shortly test their fledgling two-tier ballistic missile defence (BMD), which has been tested three times till now and is designed to track and destroy hostile missiles both inside (endo) and outside (exo) the earth's atmosphere.

As reported by TOI earlier, the ongoing Phase-I BMD system is geared towards tackling enemy missiles with a 2,000-km range, Phase-II is being designed to intercept incoming missiles in the 5,000-km class range. But it will take some years for the BMD system to become fully operational.

Similarly, Agni-III will be ready only by 2012-2013. The first test of the rail-mobile missile, which is 16.7-metre tall and has a lift-off weight of 50 tonnes, in July 2006 had flopped miserably. But the subsequent two tests, in April 2007 and May 2008, were deemed successful.

Agni-III is crucial since it will provide India with the capability to strike deep into China, bringing cities like Shanghai and Beijing within its potent reach.

India's most ambitious strategic missile Agni-V, with a 5,000-km range, in turn, will be ready for its first test only by early-2011 or so.

Both Agni-III and Agni-V are primarily designed to bolster India's "active credible deterrence posture'' against China, especially since it has a clear-cut "no-first use'' nuclear doctrine.

China's expanding nuclear and missile rolex fake arsenal, of course, has even the US worried. The Chinese DF-31A ICBM, with a strike range of 11,270 km, for instance, can target any location in the continental US.

India's missile programme is rudimentary by these standards, and even lags behind Pakistan in certain aspects. In fact, only the Prithvi (150-350 km) and Agni-I (700-km) missiles, primarily meant for Pakistan, can be said to be fully operational in the armed forces till now.

The Agni-II missile, with a 2,000-km range, failed to meet its laid-down flight parameters in two tests last year. DRDO scientists, however, hold that the tests failed due to manufacturing glitches rather than technological ones. There is need to fine-tune the industry involved in Agni-II's
