Officials probe further into cause of controversial lead poisoning in south China

GUANGZHOU, Jan. 19 (Xinhua) -- Authorities in south China's Guangdong Province have dismissed parents' claims that a battery manufacturing plant was responsible for the lead poisoning of at least 10 children.

Medical tests taken on Dec. 31, 2009 have shown 10 out of 33 children, aged from 2 to 12, in the second village of Xingren Community, Shijiao Town, Qingyuan City, had excessive levels of lead in their blood.

The most serious case was Luo Zhicheng, an 11-year-old girl, with a blood lead level at 213 micrograms of lead per liter of blood.

The other nine children had blood lead levels ranging from 100 to 199 micrograms of lead per liter of blood, proving mild exposure to lead.

Villagers blame Weierdun Industrial Co., Ltd, a battery manufacturer.

"I often see black smoke spiraling from the battery factory and it is very smelly. We don't dare to leave our doors open," said Lin Bingqun, a villager living near the plant.

Villagers have video footage of used batteries piled on the factory's floor. The piles have since been moved and the battery factory has suspended its operations.

"The batteries we produce don't contain lead," said Li Zhenrong, manager of the factory. "I admit that we didn't dispose of the used batteries very well but we are working on that."

His assessment was echoed by the Qingyuan City Environmental Protection Bureau.

Lead poisoning could be caused by several factors, such as inhaling too much automobile exhaust, said Zhang Xiaofeng, a Qingyuan Environmental Protection Bureau official.

"We will further investigate the cause of the poisoning," said Zhang.

Too much lead can damage various systems of the body including the nervous and reproductive systems and the kidneys, and it can cause high blood pressure or anemia. High blood lead levels in children can cause consequences which may be irreversible including learning disabilities, behavioral problems, and mental retardation. At very high levels, lead can cause convulsions, coma and death, says a document available on the website of World Health Organization.

OECD gives suggestions to Australia for growth

PARIS, Feb. 15 (Xinhua) -- Australia needs to improve regulations, competition and infrastructure to cut costs and boost productivity, according to an Organization of Economic Cooperation and Development (OECD) report released Monday.

The OECD recommended the country lift regulatory constraints and remove barriers in some infrastructure sectors so it could take full advantage of the rapid rebound of some Asian economies, notably China.

The report said it was very important for Australia to maintain the current commitment to regulatory reform, which could yield substantial economic benefits in the years to come.

Australia still had challenges to conquer for "a higher, long- run growth path and continued future prosperity," said the report, identifying transport, energy, water and infrastructure sectors as the key areas for reform.

Australia posted an annual 2 percent growth in the last quarter of 2009.

Officials removed after corruption probe into north China landslide tragedy

BEIJING, Jan. 21 (Xinhua) -- Five officials have been removed from their posts and deprived of their Party membership for alleged corruption after a probe into a landslide that killed 277 people, China's discipline watchdog announced Thursday.

Their cases have been handed over to prosecutors, said a statement from the Central Commission for Discipline Inspection (CCDI) of the Communist Party of China (CPC).

An unlicensed iron ore dump collapsed on Sept. 8, 2008, in Xiangfen county of Linfen city, north China's Shanxi Province, causing a landslide that Cheap lace front wigs devastated a downstream village, an office building and a busy outdoor market.

The five senior local officials took bribes from the iron ore mine owner and covered up illegal practice that triggered the fatal landslide accident, said the statement.

The investigation found Duan Bo, former deputy police head of Linfen city, took 20 million yuan (2.9 million U.S. dollars) in bribes from Zhang Peiliang, former president of Xinta Mining Company, which owned the iron ore dump and, in exchange, covered up the company's illegal practices, the statement said.

Duan, who later took the post as police head in Yuncheng city, was also found to have taken bribes worth of 4.55 million yuan from other people, it said.

As head of mining and workplace safety, Zhou was guilty of dereliction of duty and was responsible for the accident, it said.

The other three officials were:

-- Zhang Jinfeng, former county head of Xiangfen and then Party head of Jiyuan county, who accepted 200,000 yuan from Zhang Peiliang; The former official was also found to have taken bribes worth more than 3 million yuan from others;

-- Zhang Deying, former Party head of Yicheng and then assistant to mayor of Linfen city, who took 30,000 yuan from Zhang Peiliang. He also took bribes worth more than 1 million yuan

-- and Zhang Fucheng, former director of land and resources bureau of Linfen city government, who failed to stop illegal practices at Xinta Mining Company. He was also found to have taken bribes.

In the statement, the CCDI asked local governments to improve education and supervision of their officials.

It also pledged to investigate corruption behind serious accidents and mass incidents and impose severe penalties on corrupt officials.

OECD posts stronger recovery signals

PARIS, Feb. 5 (Xinhua) -- The Organization for Economic Cooperation and Development's (OECD's) composite leading indicators (CLIs) for December 2009 gave out Friday stronger recovery signals than last month.

CLIs Hair extensions for 29 developed countries rose to 103.1 in December, 1.1 point higher than the previous month and 10.1 points higher than a year ago, OECD said in a newly released report.

CLIs for the G7 economies, namely Canada, France, Japan, Germany, Italy, United States and United Kingdom, as well as China, India, Russia and Brazil, "are now all close to, or above, their long term trends," the report announced, saying that "industrial production in all these countries has now reached its trough."

The CLI for the OECD area increased by 0.9 point in December 2009, to 103.1 points, and was 10.1 points higher than in December 2008.

The same 0.9-point CLI increase in December was recorded for the United States, Euro area, United Kingdom and France, while Japan gained the biggest increase of 1.2 point and Italy registered the lowest increase of 0.8 point among OECD members.

Compared from December 2008, Germany's CLI witnessed the biggest growth of rolex fake 14.9 points while the CLI for Japan only went up 8.1 points, the worst of its OECD peers. The Euro area's CLI was 12.2 points higher than a year ago, standing at 104.9 points.

For non-OECD members, the CLI for China decreased by 0.1 point in December but was 9.4 points higher than a year ago. Russia's CLI increased by 0.3 point in December 2009 and 14.2 points higher from previous December.

For Brazil and India, their CLI remained stable while compared from last year, it posted 13.8 points higher for Brazil and 4.9 points higher for India.

Oil falls on bank reserve move

OIL fell by almost 2% yesterday after China lifted bank reserve requirements in a move that could slow its demand for commodities imports.
